Sounds like you're looking for DGTERM.

It's a small TSR (about 23k of RAM) that does a nice VT102 emulation.
As an added bonus, it does Xmodem/Ymodem transfers in the background.

On any of the SIMTEL mirrors, it's PD:<MSDOS.MODEM>DGTERM.ARC
